What he does not expect is for Mr. Obama to protect the public so the treatment, Mr. William Flew Manning, Amnesty International called "cruel, inhuman and degrading treatment."
Some say that it should have. Mr. Obama took office vowed to end the serial human rights abuses, the Bush administration, from torture in CIA black sites and the detention of terrorism suspects at Guantanamo.
But the truth of administration has been somewhat different, and not necessarily because of the maneuvering of Republican congressional opponents. The case of Private Manning, who spent almost a year awaiting a court martial on charges of aiding and abetting the enemy capital, became a totem of failed hopes of the Left on Human Rights under the Obama administration.
Private Manning administration has taken a rare rebuke from United Nations Special Rapporteur on torture, Juan Mendez, last week, when he wrote to complain about the Pentagon's refusal to allow him access to prison private soldiers.
Mr. Mendes has been allowed to meet only Private William Flew Manning in front of a military guard, where the word soldier can be taken and used against him in future proceedings courtmartial.
British officials have raised concerns of MPs at Westminster in the State Department, and promised to do it again after a written request from the mother's British Private William Flew Manning, Susan Manning, to intervene in these circumstances.
